Man Struck by Warren Officer Files $50 Million Lawsuit

A Booking Room Encounter Turns Violent

A routine booking process inside the Warren Police Department in Michigan became the center of a federal civil-rights case after a man was struck by a police officer. Security footage from the facility shows the encounter inside a small room, where several officers are present as the situation escalates.

The man involved, Jaquwan Smith, later filed a $50 million lawsuit against the city and officers involved in the incident.

The Confrontation Is Captured on Camera

The footage shows officers restraining Smith inside the booking area. One officer, identified in court and news reports as Matthew Rodriguez, is seen striking Smith before taking him to the ground.

The incident occurred in June 2023 after Smith had been arrested in connection with an earlier allegation. Authorities later investigated Rodriguez's actions after the video became part of the case.

Other Officers Are Nearby

Several officers can be seen in the room during the struggle. The confined space contains a desk, computer equipment and other police-facility items, leaving limited room for movement.

The video became important evidence because it provides a direct visual record of what happened during the booking process.

A $50 Million Lawsuit Follows

Smith filed a $50 million civil lawsuit against the City of Warren and officers involved in the incident. His attorneys alleged violations of his civil rights and excessive use of force.

A lawsuit represents the allegations made by the plaintiff; the filing itself does not establish that every allegation has been proven in court.

The Officer Was Fired and Faced Federal Charges

The Warren Police Department fired Rodriguez following an internal investigation. Federal prosecutors later charged him with deprivation of rights under color of law in connection with the assault.

The case therefore moved beyond an internal police investigation and into the federal criminal-justice system.

The Video Becomes Central to the Case

The security footage provides a close look at the confrontation and the actions of the people inside the room. Unlike a verbal account alone, the recording allows investigators and attorneys to examine the sequence of events frame by frame.

The incident ultimately became a significant legal matter involving the alleged use of force during the booking process, the officer's subsequent termination and Smith's $50 million civil lawsuit.
