Man Fires at School Bus and Rams It — Police Open Fire
A school bus was making its way through Buena Park, California, when a dangerous confrontation suddenly unfolded on the roadway. Officers nearby were alerted to a man reportedly following and attacking the bus, turning an ordinary afternoon into a rapidly developing emergency.
The incident occurred on September 3, 2021, and involved a silver SUV, a school bus carrying a driver and a 6-year-old child, and a police pursuit that eventually ended at the Buena Park School District property.
THE SCHOOL BUS COMES UNDER ATTACK
The situation began when 60-year-old Cedric Baxter reportedly followed the school bus being driven by his estranged wife.
According to investigators, Baxter intentionally rammed his silver SUV into the bus and then exited his vehicle with a handgun. He allegedly fired toward the bus while his wife and a 6-year-old child were inside.
Fortunately, neither the bus driver nor the child was seriously injured.
The officer who witnessed the incident immediately recognized the danger and moved to intervene.
THE SUSPECT FLEES AS POLICE GIVE CHASE
After the shooting, Baxter returned to his SUV and attempted to escape.
Officers pursued him as he continued driving aggressively. According to the Orange County District Attorney's investigation, the pursuit lasted more than seven minutes, with Baxter refusing attempts by officers to stop him.
The chase eventually led back toward the school district property, where the danger increased further.
SUV CRASHES THROUGH THE GATE
Baxter drove through a gate and entered the school district property.
He then RAMMED HIS SUV INTO A PARKED VEHICLE, bringing the pursuit to another dangerous point. Officers knew they were dealing with someone who had allegedly already fired at a school bus and continued trying to escape.
According to the DA's report, officers were also aware that civilians were nearby, increasing the urgency of stopping the suspect.
The officers positioned themselves for what would become the final confrontation.
THE SUSPECT EXITS WITH A GUN
After the SUV stopped, Baxter got out of the vehicle.
Officers saw that he was holding the handgun that had reportedly been used during the earlier attack. Commands were issued for him to drop the weapon.
Instead, officers perceived an immediate threat and opened fire.
Body-camera footage later released by Buena Park Police captured the confrontation from the officers' perspectives.
POLICE OPEN FIRE
The officers continued ordering Baxter to drop the weapon even after he fell to the ground.
One officer can be heard warning that the suspect still had a gun in his hand. Investigators later concluded that the officers were legally justified in using deadly force based on the circumstances immediately preceding the shooting.
Baxter was struck multiple times and was pronounced dead at the scene. Police recovered a handgun from the area.
The school bus driver and the child survived the incident without serious physical injuries.
A DANGEROUS CHAIN OF EVENTS
What began with an attack on a school bus developed into a pursuit, a crash at a school district property, and a deadly confrontation with police.
The sequence was:
SCHOOL BUS ATTACK → SUV RAMMING → GUNFIRE → POLICE PURSUIT → CRASH → SUSPECT EXITS WITH GUN → OFFICERS OPEN FIRE.
The Orange County District Attorney's Office later determined that the two officers involved were justified in their use of deadly force.
FINAL THOUGHTS
The body-camera footage shows how quickly officers had to adapt as the situation moved from a roadway incident to a pursuit and finally to an armed confrontation. The presence of a child on the bus and civilians near the school district property added further urgency to the response.
The case remains a striking example of how an attack on a school bus can rapidly develop into a HIGH-RISK POLICE PURSUIT AND DEADLY ARMED ENCOUNTER.
