Cops Arrest The Nicest Drug Addict Ever
HE STOLE A $540 SCOOTER — THEN STAYED OUTSIDE TARGET TO BUILD IT
What began as a routine shoplifting call at a Florida Target quickly turned into one of those police encounters that seems almost too strange to be real.
On April 3, 2023, deputies with the Flagler County Sheriff’s Office were dispatched to a Target on State Road 100 after employees reported a theft in progress. According to investigators, a man had selected a Razor electric scooter worth $539.99, placed it in a shopping cart, passed the store’s points of sale without paying, and walked outside.
But there was one major problem with his apparent getaway plan.
HE DIDN’T ACTUALLY GET AWAY.
Instead, when deputies arrived, they found a shirtless man matching the description sitting directly outside the store, apparently trying to assemble the scooter he was accused of stealing.
The man was identified as Patrick Vandermeyden-Miller.
And the scooter would soon become only part of the problem.
DEPUTIES ARRIVE WHILE THE SCOOTER IS STILL BEING ASSEMBLED
The body-camera footage makes the encounter remarkable because there is almost no search for the suspect.
Deputies don't have to chase anyone through a parking lot. There is no vehicle pursuit and no attempt to disappear into nearby businesses.
The suspect is simply there.
WESH's contemporary report confirms that deputies encountered Vandermeyden-Miller while he was assembling the electric scooter outside the Target. The sheriff's office likewise reported that deputies found a man matching the shoplifting suspect's description on the sidewalk in front of the store.

The bodycam shows the interaction at extremely close range. Deputies quickly take control of the situation and detain him while determining what happened inside the store.
What makes the footage unusual is the suspect's demeanor. Rather than the confrontation escalating into a struggle, the interaction remains comparatively controlled.
THE STRANGENESS COMES NOT FROM A DRAMATIC PURSUIT, BUT FROM HOW EASILY THE ALLEGED THEFT UNRAVELS.
The item at the center of the investigation is effectively sitting at the scene.
TARGET EMPLOYEES HAD ALREADY SEEN WHAT HAPPENED
According to the Flagler County Sheriff's Office, the reporting party told deputies that a white male had selected a Razor-brand electric scooter valued at $539.99 and gone past all points of sale without paying before leaving Target.
That detail matters.
Retail-theft investigations increasingly depend on more than what an officer personally witnesses. Store employees, loss-prevention personnel, surveillance footage and the recovery of merchandise can collectively establish the sequence investigators believe occurred.
In this case, deputies were able to compare the man outside with the description supplied by the store.

The Miami Herald reported that surveillance footage was reviewed and allegedly showed Vandermeyden-Miller entering Target's sporting-goods section, selecting the scooter, putting it into his cart and eventually leaving through the grocery entrance.
That meant investigators weren't dealing only with a suspicious man sitting next to a scooter.
THE STORE'S ACCOUNT AND SURVEILLANCE EVIDENCE PROVIDED THE CONTEXT FOR WHAT DEPUTIES WERE SEEING OUTSIDE.
THE $539.99 SCOOTER BECOMES EVIDENCE
The scooter itself is central to the case.
It wasn't a small item allegedly concealed under clothing or inside a bag. According to authorities, it was a Razor electric scooter worth $539.99.
And rather than immediately leaving the shopping center, Vandermeyden-Miller allegedly began assembling it on the sidewalk.
Local outlet AskFlagler reported that the scooter's box was already open and that he appeared to be in the process of putting the vehicle together when law enforcement arrived.

The circumstances created an unusually straightforward scene for deputies: the reported suspect, the merchandise and the location of the alleged theft were all within essentially the same area.
The sheriff's office subsequently announced that Vandermeyden-Miller had been placed under arrest for petit theft.
But the investigation wasn't finished.
A SEARCH REVEALS ANOTHER PROBLEM
Once Vandermeyden-Miller was detained, deputies searched him.
According to the official sheriff's-office release, drug paraphernalia was located in his pocket.
The Miami Herald supplied additional details from the arrest affidavit, reporting that deputies recovered a red straw and a small metal pipe that appeared burned on one end. Officers regarded the objects as items associated with illegal narcotics use.

This discovery changed the encounter.
What had begun as an investigation of an allegedly stolen scooter now included a second alleged offense.
VANDERMEYDEN-MILLER WAS FACING BOTH PETIT THEFT AND POSSESSION OF DRUG PARAPHERNALIA.
It's also important not to exaggerate what the evidence from this particular arrest establishes. The official release describes drug paraphernalia; it does not say that the scooter theft itself proved intoxication or that deputies recovered a large quantity of narcotics during this initial April 3 encounter.
A SURPRISINGLY CALM BODYCAM ENCOUNTER
The video's title emphasizes the unusual attitude displayed during the arrest, and that is one of the reasons the footage stands apart from more confrontational police videos.
Many viral bodycam encounters are built around escalation: someone runs, argues, fights, refuses repeated commands or forces officers into a rapidly changing tactical situation.
This footage follows a different pattern.

The suspect is already in an extremely difficult legal position, but much of the interaction remains conversational.
That contrast gives the video its unusual tone.
An arrest does not necessarily require hostility from either side. Once an individual is detained, officers still have to establish what happened, identify evidence, speak with witnesses or store personnel, determine the appropriate charges and transport the arrested person.
Body-camera footage can expose all of those less dramatic stages.
THE ABSENCE OF A FIGHT DOESN'T MEAN NOTHING IS HAPPENING.
Every conversation, recovered item and piece of surveillance information can become part of the eventual case.
FROM TARGET'S SIDEWALK TO THE BACK OF A PATROL CAR
After the investigation at Target, Vandermeyden-Miller was placed into a law-enforcement vehicle.

The Flagler County Sheriff's Office said he was transported to the Sheriff Perry Hall Inmate Detention Facility. The agency's April 6 release listed charges of petit theft and possession of drug paraphernalia and said he was being held on $2,000 bond at that point.
The sheriff's office turned the circumstances into a memorable public statement.
Sheriff Rick Staly characterized Vandermeyden-Miller as the agency's "dumb criminal of the week" and joked that although he did not get to ride the Razor scooter, he received a ride to jail in a patrol car.
The story quickly spread beyond Flagler County.
WESH covered the arrest, while the Miami Herald highlighted the bizarre decision to remain outside the Target assembling the alleged stolen property.
The combination was made for viral attention: an expensive electric scooter, an alleged theft, bodycam footage and a suspect who seemingly remained only steps away from the scene.
WHAT HAPPENED TO THE CASE?
There is an important distinction between what authorities initially announced and what court/jail records later show.
The current Flagler County Sheriff's Office inmate database contains an April 3, 2023 booking for Patrick Harlin Vandermeyden-Miller. It lists retail theft/shoplifting and possession of drug paraphernalia/equipment in connection with that booking.
More importantly, the database now provides disposition information unavailable in the original news reports.
For the April 3 retail-theft charge, the database lists the disposition as time served on May 8, 2023. The drug-paraphernalia charge associated with that April 3 case is listed as dismissed on April 11, 2023.
That later information is worth including because initial police announcements describe allegations at the time of arrest, whereas subsequent court records can tell a different or more complete procedural story.

It is therefore more accurate to describe the incident this way:
VANDERMEYDEN-MILLER WAS ARRESTED ON ALLEGATIONS OF PETIT THEFT AND POSSESSION OF DRUG PARAPHERNALIA; LATER RECORDS SHOW TIME SERVED ON THE RETAIL-THEFT MATTER AND DISMISSAL OF THE APRIL 3 PARAPHERNALIA CHARGE.
WHY THIS BODYCAM FOOTAGE STANDS OUT
At first glance, this could have been an ordinary retail-theft arrest.
But virtually every detail makes it unusual.
The merchandise was an electric scooter worth more than $500. The suspect allegedly walked it through the store without paying. He didn't disappear after leaving. Deputies arrived to find someone matching the description still immediately outside the business.
And, according to authorities, he was assembling the very scooter at the center of the complaint.
There is also a broader reason footage like this attracts attention.
Body cameras remove much of the distance between a written police report and the actual encounter. A report might reduce an incident to a few sentences: deputies responded, located a suspect, recovered property and made an arrest.
The footage shows everything between those sentences—the confusion, questions, pauses, cooperation and evidence gathering.
Here, that human element is arguably more compelling than the crime itself.
THERE IS NO HIGH-SPEED CHASE. NO DRAMATIC TAKEDOWN. NO LARGE-SCALE POLICE RESPONSE.
Instead, viewers watch an unusual shoplifting investigation unfold almost exactly where the alleged theft ended.
AN ORDINARY CALL WITH AN EXTRAORDINARY DETAIL
For the deputies responding that afternoon, the call began simply: a theft was reportedly underway at Target.
Minutes later, the suspected merchandise was recovered and a man matching the suspect description was detained.
Vandermeyden-Miller was taken away in a patrol vehicle rather than leaving on the Razor scooter.
The episode ultimately became memorable not because of violence or a dangerous confrontation, but because of one almost unbelievable decision: after allegedly walking out with the scooter, the suspect apparently remained directly outside the store to assemble it.
That decision gave deputies time to arrive and turned an otherwise routine shoplifting investigation into a bodycam clip that would be shared far beyond Flagler County.
