Cocky Man Gets Tased by Cop- Walks Away With $1.95M
A Traffic Stop Takes an Unexpected Turn
What initially appeared to be a suspected DUI stop in Sebastopol, California, on July 24, 2024, quickly became a much more serious police encounter. Officers had received a report of a black Ford pickup swerving across the road before the vehicle eventually left the roadway and crashed into a ditch.
The driver, Jeffrey Callaghan, was later identified as a man experiencing a diabetic emergency rather than alcohol intoxication.
Officers Believe They Are Dealing With a DUI
When Officer Forrest Whitehall approached the truck, he reportedly believed Callaghan was intoxicated. Bodycam footage shows the officer ordering him to turn off the vehicle and get out.
According to the later lawsuit, Callaghan was suffering from severe hypoglycemia caused by Type 1 diabetes. His daughter was also inside the vehicle during the encounter.
The Taser Is Used
After Callaghan exited the vehicle, the officer ordered him to lie on his stomach and warned that he would be tased if he did not comply. According to the lawsuit and subsequent reporting, Callaghan instead raised his hands, after which the officer used a Taser multiple times.
A sheriff's sergeant later assisted with handcuffing Callaghan. The lawsuit alleged that his arm was broken during that process.
Medical Responders Discover What Was Really Happening
The situation took another turn when medical personnel evaluated Callaghan. According to reporting on the case, responders determined that he was experiencing a diabetic emergency and treated him with glucose, after which his condition became clearer.
The incident nevertheless continued as a criminal case. Callaghan was booked on several felony-related allegations, while officers also requested consideration of additional charges.
The Charges Eventually Disappear
Months later, the Sonoma County District Attorney's Office declined to pursue the requested charges against Callaghan. His attorney subsequently obtained bodycam footage and filed a federal civil-rights lawsuit against the City of Sebastopol and three officers.
The lawsuit alleged excessive force, false arrest, unlawful detention and other civil-rights violations. The allegations were disputed by the city and officers.
A $1.95 Million Settlement
In July 2026, Sebastopol announced a $1.95 million settlement with Callaghan and his daughter, bringing the civil litigation to an end. The city and officers did not admit liability as part of the settlement.
According to the settlement reporting, $1.4625 million went to Callaghan and $487,500 to his daughter, with insurance covering most of the payment.
Bodycam Footage Became Central to the Case
The encounter demonstrates how dramatically a traffic stop can change when officers and a driver have different understandings of what is happening. What officers initially treated as a possible DUI was later described by medical responders and Callaghan's legal team as a serious diabetic emergency.
The bodycam footage became an important part of the dispute, documenting the encounter that ultimately led to a federal lawsuit and the $1.95 million settlement.
